Compliance work generates a specific kind of email problem. Somebody asks for evidence, and the evidence is sitting in a mailbox: two years of vendor attestations, a chain of approvals for a payment that is now being questioned, every message mentioning a policy exception. The request always arrives as a deadline, and the answer always has to be a spreadsheet, because that is what auditors, regulators and legal counsel read.

Some are Windows utilities that convert file formats. Some are cloud parsers built for accounts payable. They all technically produce a spreadsheet, and they are not interchangeable. What is the best email to Excel converter for compliance teams?
For most compliance teams the honest answer is two tools, not one. Buying only the first leaves you retyping values out of a body cell. Buying only the second leaves you unable to open a PST at all.

Can Excel open an email file directly?
No. An .eml file is a plain text MIME container and a .msg file is a Microsoft compound binary. Excel opens neither as a table. Point Excel at an .eml and you get headers and base64 blocks in column A. You need something that decodes the MIME structure and writes one row per message, which is what an EML to Excel converter does.
This trips people up because the file opens fine in a text editor, so it looks like data. It is data, but the structure that matters is encoded, and attachments are embedded as encoded blocks that will swamp any cell they land in.
How do I export a mailbox for an audit request?
Start with the platform, not a third party tool. In Microsoft 365, use Purview eDiscovery or the compliance portal export rather than a desktop wizard, because those record who exported what and when. In Google Workspace, use Vault. Only after you have that defensible export should you convert it into a working spreadsheet.
The reason matters more than the mechanics. An audit request usually arrives with a question about completeness: did you produce everything responsive, and can you show how you decided. A desktop export run from an analyst's laptop answers neither question. Use the admin path for the record, then use whatever tool you like on the copy to build the sheet people will actually read. If the request has escalated far enough that you are reading the underlying rule, it is worth checking how courts have actually interpreted it before you commit to a production scope, because the scope argument is usually the expensive part.
What columns should a compliance export contain?
At minimum: message ID, sent date and time in a single time zone, sender, all recipients including Cc and Bcc, subject, folder path and attachment names. Those establish who knew what and when. Everything beyond that depends on the matter, and that is exactly where a field parser earns its place.
The extra columns are the ones that turn an inventory into evidence. A vendor risk review wants the attestation date and the control referenced. A payments investigation wants the amount, the invoice number and the approver named in the body. A policy exception log wants the exception type and the expiry date. None of those are message properties, so no format converter will produce them. You name them, and a parser reads them across the different templates different senders use.
How long should we keep exported email data?
Follow the retention schedule that already governs the underlying records, not a schedule invented for the export. An export is a copy, and in most frameworks a copy inherits the retention and disposal obligations of the original. The practical failure is the opposite of hoarding: exports live on in a shared drive long past the point where the source was disposed of.
Write the destination into the procedure. If the spreadsheet lands in a controlled folder with the same retention tag as the mailbox, disposal happens automatically. If it lands in someone's Downloads folder, it will still be there at the next audit, and that is a finding.
Do we need a Windows machine for this?

How to test a shortlist properly
Pull ten genuinely awkward real messages, not the tidy ones. Include the forwarded chain, the message where the amount is written in a sentence rather than a table, the one from the vendor who redesigned their template, and one with an attachment. Run all ten through each candidate.
Then count. How many of your named fields came back populated. How many line item tables split into rows rather than collapsing into one cell. How many cells still need a person. Multiply that last number by how often the request repeats, and you have the business case. A tool that is cheaper per month and returns 80 percent of your fields costs more in analyst hours than the difference, every single time.
